| 1. | Terms of Reference | |
| 1.1 |
The Health and Safety Committee exists to promote and maintain the highest practicable standards of Health, Safety and Welfare for its staff, students and visitors and to ensure that the University College meets its statutory obligation to them. Its principal Terms of Reference are to: |

| a) assist the Health, Safety and Security Officer (or his deputy) in the preparation of health, safety and welfare policy and procedures. | ||
| b) advise the Principal’s Office Group (and, where important or resource appropriate, the Executive Committee) through the Committee’s minutes and reports from the Health, Safety and Security Officer on health, safety, welfare and security issues. An annual report is also prepared for the Executive Committee. | ||
| c) monitor the effectiveness of health, safety, welfare and security arrangements in the University College and make recommendations to the Health, Safety and Security Officer, senior management and/or Executive Committee as appropriate. | ||
| d) make recommendations to Faculties, support/service areas, or other committees as appropriate on health, safety, welfare and security issues e.g. risk assessments to work areas. | ||
| e) set up, receive reports and monitor ad-hoc working parties on relevant issues e.g. fire alarms/drills procedures; CCTV; security etc. | ||
| f) assist the Health, Safety and Security Officer in auditing, inspection and investigation where specialist knowledge is required. | ||
| g) receive accident and incident statistics at each meeting and agree action on the findings. | ||
| h) receive at each meeting, reports on the condition of the estate, new build programmes and/or maintenance where health, safety, welfare and security issues may be concerned. | ||
| i) consider and action, as appropriate, reports from members of the Committee. | ||
| j) monitor the effectiveness of training, communication and publicity with regard to health, safety, welfare and security issues. | ||
| k) consider reports from the Health and Safety Executive and other external/statutory bodies and action as appropriate. An annual report is also prepared for the Executive Committee. | ||
| 2. | Membership | |
| 2.1 |

| 2.2 | A quorum exists when two out of the four Trade Union representatives (including Student Union) are present, plus the Health, Safety & Security Officer (or Deputy), the Estates & Procurement Manager and the Chair. | |
| 2.3 |
The Committee can co-opt other staff/guests as and when appropriate for a particular meeting, task or information. |

| 3. | Frequency of Meetings and Conduct of Business | |
| 3.1 | The Health, Safety and Security Committee will normally meet three times a year. However, meetings may be called at other times for matters of an urgent nature, by either the Trade Union representatives or the Chair. | |
